What do you do when it’s raining buckets and there is one dog saying “It’s time for our walk. We always go for our walk now. It’s time for our walk. It’s time for our walk.” Another dog is saying “I have to poop. I can’t go in the backyard because it’s raining really hard. You have to take me on a walk.” And a baby says “I’m tired of playing in the house now. The house is boring. I need to go on a walk.” What do you do?
Isn’t there some saying about mothers and inventions and necessity? Well, here you go. And we did just fine this way. Baby stayed dry, mom stayed mostly dry, and each dog had a leash hand. Walk accomplished.

what you need is another dog. Maybe a really lazy one that you can tie both other dogs to and they can drag it around the block. That way all the dogs get tired and you keep your hands free.
